Vehicle Transfer Declaration / Certificate
The transfer of a used vehicle requires the seller and buyer to draw up a certificat de cession (transfer certificate), whose official template is CERFA form no. 15776. Under article R322-4 of the Code de la route (French Highway Code), the seller must declare the transfer on the website of the Agence nationale des titres securises (ANTS, the French national agency for secure documents) at immatriculation.ants.gouv.fr within fifteen days. The buyer has the same period to register the vehicle in their name. This document constitutes the transfer contract between the parties and sets out the essential information: seller's identity, buyer's identity, vehicle description, mileage, price and date/time of the transfer. This form is in English, but the document is generated in French, ready to sign and use in France.

Does this document replace the official declaration on the ANTS?
No. This certificat de cession (transfer certificate) constitutes the contract between the parties evidencing the transfer of ownership. It does not replace the mandatory transfer declaration that the seller must make online at immatriculation.ants.gouv.fr within fifteen days of the sale. This official online procedure is separate and essential; in particular, it releases the seller from any liability (fines, offences) after the transfer.
What must the buyer do after the transfer?
The buyer has one month to register the vehicle in their name on immatriculation.ants.gouv.fr. They must provide the certificat de cession (transfer certificate), the certificat d'immatriculation (registration document, or carte grise) crossed out by the seller with the note 'vendu le [date] a [time]' (sold on [date] at [time]), the certificat de situation administrative (administrative status certificate, or non-gage) less than 15 days old, and proof of address.
What is the certificat de situation administrative?
The certificat de situation administrative (administrative status certificate), formerly called 'certificat de non-gage', certifies that the vehicle is not pledged as security for a loan and is not subject to any objection to the transfer of the registration document. The seller must hand it to the buyer at the time of sale. It is obtained free of charge at histovec.interieur.gouv.fr.
Does the document need to be signed before a notary?
No. The vehicle transfer certificate is a private agreement (acte sous seing prive) that does not require a notary. It only needs to be signed by the seller and the buyer. Two original copies are recommended, one for each party, to keep proof of the transfer.
